东非肯尼亚蒙巴萨港关于进口货物提供COC认证的通知
请将此目的港进口新规通知到相关客户，让客户按照目的港所在国家海关规定及时申报和认证，以避免目的港无法清关的风险
如订舱和船开前不提供COC认证，目前不会影响客户提箱和装载，但是如客户不能及时做COC认证，目的港产生的所有责任和
风险均由客户承担，也请向客户做充分的解释说明。

关于COC认证的简单说明（仅供参考）
1、肯尼亚（Kenya）COC认证是肯尼亚（Kenya）强制性的海关清关文件，没有该证书，货物抵达肯尼亚港口后将被拒绝入关。COC中文含义为符合性证书，英文全称为Certificate of Conformity，肯尼亚（Kenya）COC认证用于确保进口产品质量和肯尼亚人的健康安全以及环境保护符合肯尼亚技术法规和强制性标准或经核准的等同标准。
2、申请办理肯尼亚COC认证，请出口商和进口商按照肯尼亚申请程序自行办理。
3、三类货物可免检，具体类别参见如下英文内容。
This is to inform you that Kenya Revenue Authority (KRA) has informed the general public and importers that with immediate effect it will apply the pre-export verification of conformity (PVOC) standards for most of the goods imported in to Kenya. It is now mandatory that cargo to be inspected at Country of Origin and issued with a valid Certificate of Conformity (COC)and henceforth shipping lines should only accept cargo which has been issued with a valid COC at Origin for Kenya bound cargo.
Furthermore as per KRA, shipping lines will be held responsible for accepting cargo on board their vessels from POL without the certificate and such cargoes will not be permitted to off load at Mombasa port and will be compelled to ship back to origin.
Given above, we request all concerned to inform the respective Shippers, Forwarders and Cargo booking agents on the requirement of COC. The respective POL agents should ensure not accept cargo without the certificate so as to facilitate discharging cargo at Mombasa port.

Note: Following cargo are exempted from the requirement.

1. Raw materials for processing into finished products
2. Spare parts for own use by manufactures
3. Customized Machinery not meant for sale
